General Contractor Registration:  

Any individual or company contracted to erect or construct any new building, structure or addition with a roof; move in or set a mobile home; renovate, side, stucco, alter, roof, re-roof, shingle, or repair roofs, shingles, decking, vents or caps on a structure or building; or other miscellaneous work which requires a building permit in the city and the three mile surrounding area shall register at city hall with the building official prior to performing any of these services. 

The following information must be submitted for registration:
(a)        Registration form which includes:
(1) Name of company and contact person.
(2) Address--permanent and temporary (if applicable).
(3) Phone numbers.
(4) Copy of approved test scores as required by this code.
(5) Liability insurance certificate with a minimum coverage of $300,000, naming  the city as a certificate holder.

The annual fee for contractor registration shall be $75 per company and shall be effective until the end of that year.  All registrations shall be renewed January 1st of each calendar year.  (Ord. 1023, Sec. 1) 

 EXCEPTION.  The property owners may do certain work on their residence as described in 4-201 of the city code without registration.  (Ord. 950, Sec. 3)

INCORPORATING THERMAL TREATMENT STANDARDS.  The following standards shall be adopted for the purpose of meeting KCC regulations as stated in Docket No. 110,766-U, for energy efficiency in new construction.

(a)        Residential Dwellings. 

(1)        New residential dwellings shall be equipped with storm windows and storm doors or other satisfactory window and door thermal treatment.  Total heat loss shall not exceed 35 BTU's per square foot per hour of floor area of heated finished living space at a design temperature differential of 80 degrees Fahrenheit with a maximum of 1 2 air changes per hour.

(2)        All dwelling structures shall be insulated to provide a minimum "R" rating of 30 for the ceiling and 19 for sidewalls.  When insulation which does not incorporate a vapor barrier is installed, a separate vapor barrier shall be installed.  This barrier shall be equal to six mill visqueen.

(b)        Commercial Buildings.  New commercial buildings shall be constructed so heat transmission loss of heated areas does not exceed 35 BTU's per square foot per hour of floor area based on a design temperature differential of 80 degrees Fahrenheit.

(c)        Other.  All installed air conditioning systems for new construction shall have minimum energy efficiency rating of 8.0 BUT's for air conditioners and 7.5 BTU's for heat pumps.  

CONTRACTOR LICENSING

CONTRACTOR LICENSING; REGISTRATION.   The following information must be submitted for registration:

(a)   Registration form, which includes:
(1)   Name of company, contact person, master(s), journeyman(s), and apprentice(s).
(2)   Address--permanent and temporary (if applicable).
(3)   Phone numbers.
(4)   Copy of approved test scores as required by this code.
(5)
   
Liability insurance certificate with a minimum coverage of $300,000, naming the city as a certificate holder. (Ord. 1098)

LICENSE REQUIRED.  Before any person shall engage in the business of electrical wiring, plumbing, gas fitting, heating and air conditioning, water treatment or irrigation system installation, a license shall be procured in the appropriate manner as set forth in this article.  Exceptions:

(a)        All public utilities installation contractors operating under contract to the city and working as installer of city owned public sewer and water lines installed underground, on or along city-owned alleys, street right-of-ways and dedicated utility easements, including the work of reconnection of all private sewer or water service lines to new, replaced or repaired public sewer or water lines, shall not be required to obtain the plumbing license required under this section.  A plumbing permit will be required for each reconnection made (no fee charged) and each connection or reconnection shall be inspected by the city plumbing inspector.

(b)        The license of a plumber shall also include gas fitting and a separate gas fitters license shall not be required for licensed plumbers.  No gas fitter shall be permitted to do sanitary plumbing work of any description, or any water supply piping, except replacement of existing gas-fired water heating appliances installed in the same location without extension of existing water supply piping.

(c)        Property owner permitted to do certain work.  Any permit required by this article may be issued to the property owner to do any work required by this article in a single-family dwelling used exclusively for living purposes, including the usual accessory buildings in connection with such building, when such person is the bona fide owner of such building and when the building will be occupied by the owner for a period of two years from date of final inspection.  In no case shall the owner be allowed to perform labor at the trade of any type of licensed contractor on any other building or construction project during the above mentioned two year period, without first obtaining an appropriate license from the city, giving him or her the right to work at the trade of a licensed contractor.  The owner shall personally purchase all material and perform all labor in connection therein, all according to code. The property owner shall assume all responsibility for any personal or property damage that may occur at any future date and shall procure required permits and call for any inspections required by code.

LICENSE REQUIREMENTS.  The following licenses may be issued to anyone meeting all the requirements for any category.

a)        License Categories

   

(1)        Master Electrician (also commercial electrician, electrical contractor).  Those who have the knowledge and skill to install, repair, alter, add to or change any electrical wires, fixtures, appliances, apparatus, raceways, conduit or any part thereof; which generates, transmits, transforms or utilizes electrical energy in any form for light, heat, power or communications.

Journeyman Electrician.  Those qualified to perform work in the electrical trades while employed or supervised by a master electrician.

Journeyman license may be issued to anyone 18 years of age or over who has been employed by a master electrician as an apprentice, for a period of one year and who shall have taken and passed the test for journeyman electrician, given by State Approved Testing.

Residential Electrician is a person who is qualified, certified and equipped to properly layout and plan the installation, repair and maintenance of residential electrical wiring in one and two family dwellings.

Residential Journeyman is a person who is qualified and certified to do electrical wiring, repair and maintenance of residential electrical wiring in one and two family dwellings under the direction of a qualified master or residential electrician.

Apprentice Electrician.  May be issued to anyone enrolled in trade school or employed by a licensed master electrician or residential electrician.  No test required.  A master, residential, or journeyman electrician must be on the job site with the apprentice during his or her work performance.

Sign Contractor. Electrical those qualified to install, repair, alter or add to any electrical wires, apparatus, raceways, conduit, or any part on electrical signs and is qualified to erect signs.

Electrical Heating & A/C Installation those qualified to install, maintain, and repair heating and air conditioning equipment and make connections to an adequate electrical service.

Electrical Maintenance those qualified to maintain electrical installations.  Any maintenance shall be confined to the repair of existing branch circuits, fixtures, apparatus or equipment connected thereto, and shall include the relocation of existing branch circuits and the switching and de-energizing of existing facilities for safety purposes, contained and used upon the premises or building owned, occupied, or otherwise controlled by the person, firm, or corporation by whom the maintenance electrician is regularly employed.  Work shall not include the installation, alteration or replacement of service equipment or any feeder to any center or centers of service equipment.

Fire Alarm Contractor those qualified to install, repair, alter or extend fire alarm systems.  Electrical installations must be performed by an licensed electrician.

Electrical Inspector those qualified to inspect installations and determine their compliance with the “National Electrical Code.”

(1.B) Time in Grade requirements:

Master license in any trade may be issued to anyone who holds a current journeyman license in that trade for a period of two years or more and who shall have taken and passed the test for Master given by the State Approved Testing.

Journeyman license may be issued to anyone 18 years of age or over who has been employed by a master of a trade as an apprentice for a period of one year and who shall have taken and passed the test for journeyman of the trade, given by Kansas State Approved Testing. (Ord. 1017) (Code 2003)

(2)        Master Plumber (also commercial plumber, plumbing contractor). Those who have the knowledge and skill to install, maintain, repair, alter or extend plumbing, septic tanks, water supply systems, storm sewer and all fixtures, appliances, apparatus or equipment used in connection therewith, inside of, or attached to, any building, lot or premises.

Master license mat be issued to anyone who holds a current journeyman license and has been employed by and under the supervision of a master plumber for a period of three years or more and who shall have taken and passed the test for master plumber given by  State Approved Testing

Journeyman Plumber. Those qualified to perform work in the plumbing trades while employed or supervised by a master plumber.

Journeyman license may be issued to anyone 18 years of age or older who has been employed by a master plumber as an apprentice for a period of one year and who shall have taken and passed the test for journeyman plumber, given by State Approved Testing

Apprentice Plumber. Apprentice license may be issued to anyone enrolled in trade school or employed by a licensed master plumber. No test required. A master or journeyman plumber must be on the job site with the apprentice plumber during his or her work performance.

(3)        Mechanical Contractor. Those qualified to install, repair, alter, extend or design; central air conditioning, refrigeration, heating and ventilating, including ductwork, boiler and unfired pressure vessel systems, lift stations, gasoline tank and pumps, fire sprinkler systems, fuel transmission lines, and all appurtenances, apparatus, or equipment used in connection therewith.

A mechanical contractor license shall be issued to anyone who shall have passed the test given by State Approved Testing.

Journeyman Mechanical. Those qualified to perform work in the mechanical trade while employed or supervised by a master mechanical contractor. Journeyman license may be issued to anyone 18 years or age or older who has been employed by a master mechanical contractor as an apprentice, for a period of one year and who shall have taken and passed the test for journeyman mechanical, given by State Approved Testing.

Apprentice Mechanical. May be issued to anyone enrolled in trade school or employed by a licensed master mechanical contractor. No test required. A master or journeyman mechanical man must be on the job site with the apprentice during his or her work performance.

(4)        Air Conditioning Class “A”  (also Harv “A”). Those who are qualified to install, maintain, repair, fabricate, alter, and extend; central air conditioning, refrigeration heating and ventilating, including ductwork within a complete system unlimited in horsepower or tons, and all appurtenances, apparatus, piping vessels, ducts and insulation used in connection therewith.

An Air Conditioning Class “A” license shall be issued to anyone who shall pass the test given by State Approved Testing.

(5)        Irrigation Sprinkler Contractor  (also lawn sprinkler). Those who are qualified to install, maintain, repair, alter and extend all piping and sprinkler heads for irrigation of laws, including the connection to a water pump. Irrigation sprinkler contractor license may be issued to anyone who shall have passed the test for irrigation sprinkler contractor.

(6)        Gas Contractor. Those who qualified with to install, maintain, repair, alter and extend gas piping, appliances, gas mains, lines, laterals, tank and other appurtenances in connection therewith. Gas contractor license shall be issued to anyone who shall have passed the test for irrigation sprinkler contractor.

(7)        Septic Tank Contractor. Those who are qualified with experience and skill to install, repair, alter, extend, and excavate for septic tanks, may clean sewer lines, but shall not include any other plumbing work or connecting pipes or pumps. Septic tank contractor license shall be issued to anyone who shall pass the test given by State Approved Testing.

(8)        Water Conditioning Contractor. Those who are qualified to install, maintain and repair machinery tanks or devices used to treat water, including water softening equipment and the piping required for the installation of such equipment. Water conditioning contractor license shall be issued to anyone who shall pass the test given by State Approved Testing.

(9)        Mobile Home Connection Contractor . Those who are qualified to connect the electrical wiring and plumbing on mobile homes only. A license may be issued upon approval by the plumbing and mechanical board.

(10)        General Contractor. Any individual or company contracted to erector construct any new building, structure or addition with a roof; move in or set a mobile home; renovate, side, stucco, alter, roof, reproof, shingle, or repair roofs, shingles, decking, vents or caps on a structure or building permit in the city and the three mile surrounding area.

(b)        Experience. All applicants shall be required to show proof of required experience before a license can be issued.

(c)        Bond Required.  (Deleted Ord. 1023)

(d)        License Fees and Duration. License fees are as follows:

Master Electrician, Residential Electrician, Sign Contractor (Electrical), Fire Alarm Contractor,  Mechanical Contractor, Irrigation/Lawn Sprinkler Contractor, Gas Contractor, Septic Tank Contractor, Water Conditioner Contractor, Mobile Home Connection Contractor or Master Plumber..........$40

Residential, Journeyman Electrician, Electrical Heating &   A/C  installation, Electrical Maintenance, Journeyman Mechanical man or Journeyman Plumber..........$20

Apprentice Electrician, Mechanical man or Plumber..........$10

Air Conditioning Class “A”.......... $20

Gas Contractor (Fee if purchased w / other license) .......... $15

ALL LICENSES EXPIRE DECEMBER 31ST OF EACH YEAR.

(e)       Suspension of License.  The plumbing and mechanical board or the electrical board is authorized to suspend the license of any licensee for a period not to exceed 30 days upon the satisfactory showing to the appropriate board of bad faith or unreasonable delay in the performance of work by any licensee.  Every licensee shall be held responsible for any violation of these regulations by himself or herself or by his or her employees.

(f)        Display on Demand.  It shall be the duty of every person doing work as a certified contractor to show the certificate issued to him or her under this article to any city official or law enforcement officer who shall ask to see the same.

LICENSE TESTING FORM AND PROCEDURE.  Examination to determine competency for all categories in section 4‑202 shall be administered by the building official in accordance with the Kansas State Approved Testing.
